Shanti Wilson is a HIMSS Board Member at Large and the Health IT Advocacy Chair for Northern California. Shanti has worked for over 15 years in healthcare, supporting state, federal, and private health care organizations meet their goals, including CMS QIOs, California hospitals, CA Department of Public Health and Medi-Cal. She led the roll out of meaningful use across California’s rural providers, supported large integrated health systems implement value-based models, and consults with health care organizations across the state as a consultant at Freed Associates.

David Ford
Executive Director

As the Executive Director of CALHIPSO, David T. Ford oversees the largest federally-designated Regional Extension Center (REC) for Health Information Technology in the nation and a $15million contract with the California Department of Health Care Services’ California Technical Assistance Program to assist thousands of safety net providers implement and use health information technology to improve their care and participate in payment reform. With more than 17 years of experience as a legislative staff member, professional advocate and health care consultant, David has extensive knowledge of Medi-Cal program operations and the state’s implementation of the Affordable Care Act. He is also a nationally recognized expert on the transition to electronic health records and health information exchange.

Kim Snyder

Ms. Snyder is currently Vice President of Healthcare informatics for Lumetra Healthcare Solution, leading a team of informatics specialists. She currently directs the Medi-Cal California Technical Assistance Program, working with providers to implement and optimize electronic health records and achieve meaningful use. Through work with public and private sector health care organizations, her skills have been proven in the areas of EHR optimization and meaningful use requirements. Her background includes serving as the Project Director on the ONC sponsored Health Information Security and Privacy Collaborative as well as key roles in health information exchange projects. She has also worked as a strategic consultant for state Medicaid programs in Arizona and Maryland. Kim has proven effectiveness in consensus building, partnering with senior business leaders and working collaboratively at all levels to implement healthcare related projects delivering measurable quality results.

Dr. Larry Ozeran
Physician, Clinical Technology Innovator

Dr. Larry Ozeran has been a software developer, surgeon, and deeply involved in health policy, each for more than two decades. From the bit to the organization to the 30,000 foot policy view, he has led development teams, served on medical group and hospital boards, and briefed the Congressional Budget Office on key HIT issues. He has published book chapters through HIMSS on privacy and with AMIA on HIT process failures. Among his many policy activities, Dr. Ozeran has responded to numerous federal NPRMs (including MACRA), was invited by ONC to join their current quality discussion, and was recognized by the State of California for his leadership in the State's response to ARRA.
